سعت الدراسة للکشف عن الدور الذي تقوم به العلاقات العامة بوزارة الخارجية العراقية في تحقيق التميز المؤسسي، باعتبار تميز الأداء أحد المداخل الإدارية الحديثة، التي تساهم في تطوير الأداء، وطبقت الدراسة على عينة من العاملين بوزارة الخارجية، بلغت (275) مبحوث، من خلال أداة الاستبيان، وقد توصلت الدراسة إلى تمتع الأنشطة الاتصالية للعلاقات العامة بوزارة الخارجية العراقية بنقاط القوة التي تتمثل في: تخضع عمليات تقديم الأنشطة الاتصالية إلى عمليات ضبط وتحسين مستمرين، بينما تتمثل نقاط الضعف في انخفاض مشارکة کل دوائر الوزارة في عملية تخطيط الأنشطة الاتصالية للعلاقات العامة، وقد تأکد توافر معيار القيادة والإدارة، ومعيار العلاقات والشراکات، ومعيار السياسات والإجراءات في وزارة الخارجية العراقية بدرجة متوسطة، أما معيار التميز المؤسسي؛ المتعلق بالتميز القيادي وتقديم الخدمة، جاء بدرجة جيدة، ولأهمية موضوع التميز المؤسسي، من الضروري الاهتمام بتطبيق الحاکمية المؤسسية في المؤسسات الحکومية العراقية کافة وفي وزارة الخارجية العراقية خاصة.
The study sought to reveal the role played by public relations at the Iraqi Ministry of Foreign Affairs in achieving institutional excellence, considering performance excellence as one of the modern administrative approaches that contribute to the development of performance.
 The study concluded that the communication activities of the Public Relations of the Iraqi Ministry of Foreign Affairs have the strengths that are represented in the following: The processes of submitting communication activities are subject to continuous control and improvement processes, while the weaknesses are the low participation of all departments of the Ministry in the process of planning communication activities for public relations.
 It was confirmed that the leadership and management criterion, the relations and partnerships criterion, and the policies and procedures criterion are available in the Iraqi Ministry of Foreign Affairs to a medium degree. As for the institutional excellence criterion; Regarding leadership excellence and service provision, it came to a good degree, and due to the importance of the issue of institutional excellence, it is necessary to pay attention to the application of institutional governance in all Iraqi government institutions and in the Iraqi Ministry of Foreign Affairs in particular.
